AI developer Anthropic has publicly rejected the Pentagon's insistence on an "any lawful use" clause for its artificial intelligence technology, setting the stage for a significant standoff. This refusal has sparked a high-level dispute over the ethical boundaries of AI deployment in military contexts.
The disagreement escalated dramatically on Friday afternoon when Donald Trump, via Truth Social, accused Anthropic, creators of the Claude AI, of attempting to "STRONG-ARM" the Pentagon. He subsequently issued a directive for all federal agencies to "IMMEDIATELY CEASE" using Anthropic's products. This contentious situation stems from Anthropic CEO Dario Amodei's refusal to accept an updated agreement with the U.S. military, which would grant "any lawful use" of their technology—a condition mandated by Defense Secretary Pete Hegseth in a January memo that has caused consternation among some tech professionals.
Critics argue that such an agreement could empower the U.S. military to utilize Anthropic’s services for purposes including mass domestic surveillance and the deployment of lethal autonomous weapons—AI systems capable of tracking and eliminating targets without human intervention in the decision-making process. While OpenAI and xAI have reportedly consented to these expanded terms, OpenAI is also said to be pursuing negotiations with the Pentagon to establish similar ethical "red lines" as Anthropic.
This ongoing dispute between Anthropic and the Pentagon over the permissible applications of the AI technology has been a stalemate for weeks. Negotiations had reached an impasse following a notable series of public declarations and social media commentary.
In a statement issued Thursday, CEO Amodei firmly stated that the Pentagon’s “threats do not change our position: we cannot in good conscience accede to their request.” He clarified that Anthropic has “never raised objections to particular military operations nor attempted to limit use of our technology in an ad hoc manner,” but emphasized that “in a narrow set of cases, we believe AI can undermine, rather than defend, democratic values.”
Amodei further committed that, “should the Department choose to offboard Anthropic, we will work to enable a smooth transition to another provider, avoiding any disruption to ongoing military planning, operations, or other critical missions. Our models will be available on the expansive terms we have proposed for as long as required.”
This defiant stance prompted a strong reaction from Donald Trump, who declared: "THE UNITED STATES OF AMERICA WILL NEVER ALLOW A RADICAL LEFT, WOKE COMPANY TO DICTATE HOW OUR GREAT MILITARY FIGHTS AND WINS WARS! That decision belongs to YOUR COMMANDER-IN-CHIEF, and the tremendous leaders I appoint to run our Military."
He continued, asserting: "The Leftwing nut jobs at Anthropic have made a DISASTROUS MISTAKE trying to STRONG-ARM the Department of War, and force them to obey their Terms of Service instead of our Constitution. Their selfishness is putting AMERICAN LIVES at risk, our Troops in danger, and our National Security in JEOPARDY."
Trump then issued a direct order: "Therefore, I am directing EVERY Federal Agency in the United States Government to IMMEDIATELY CEASE all use of Anthropic’s technology. We don’t need it, we don’t want it, and will not do business with them again! There will be a Six Month phase out period for Agencies like the Department of War who are using Anthropic’s products, at various levels. Anthropic better get their act together, and be helpful during this phase out period, or I will use the Full Power of the Presidency to make them comply, with major civil and criminal consequences to follow."
He concluded his message with a stark warning: "WE will decide the fate of our Country — NOT some out-of-control, Radical Left AI company run by people who have no idea what the real World is all about. Thank you for your attention to this matter. MAKE AMERICA GREAT AGAIN!"
