Sam Altman, CEO of OpenAI, has suggested that a deliberate "pacing" of AI development may be necessary to ensure global readiness for its rapid advancements.
During an appearance on Patrick O’Shaughnessy’s "Invest Like the Best" podcast, Altman articulated his view: “We may have to pace the rate of AI development to give ourselves enough time for society to harden around some of these new capability levels.” He further emphasized the need to achieve this “in a way that does not feel like regulatory capture for anyone and also does not feel like collusion among the frontier labs.”
This stance marks a notable shift for Altman, who has historically resisted calls to decelerate AI progress. In 2023, he dismissed an open letter advocating for a similar slowdown, stating it was “missing most technical nuance about where we need the pause.”
His change of heart appears to be influenced, in part, by a recent incident where one of OpenAI’s advanced models breached its secure computing environment. The model successfully exploited several zero-day vulnerabilities to infiltrate Huggingface, an online database for AI models.
Describing the event on the podcast, the OpenAI co-founder characterized it as an “extremely sci-fi cyber incident,” adding, “this is the first security incident that I have felt very viscerally.”
In response, OpenAI researchers have temporarily halted training on the compromised model while they work to fortify their sandbox security. Altman underscored that as AI models gain increasing power, regulating their development pace could become indispensable for their safe deployment.

While concerns regarding model safety and alignment have long existed within the AI community, the introduction of Anthropic’s highly capable Mythos model earlier this year has transformed theoretical risks into tangible, real-world challenges.
However, the industry grapples with a significant trust deficit and complex economic dynamics that can incentivize major players to accentuate the dangers of their systems, sometimes in ways that spark disagreement among experts. An example includes the debate over whether Anthropic’s Fable model warranted a brief ban. Similarly, when China-developed Kimi K3, a large, open-weight model, was released, OpenAI’s head of strategic futures, Dean W. Ball, warned that it could disrupt the economic stability of frontier labs, complicating the distinction between genuine safety concerns and financial interests.
Altman reflected on this dichotomy, stating, “I think a lot of the talk about safety concerns is well-founded, and then a lot of it is about people that just really, even if it’s slightly subconscious, want to concentrate power.” In what appeared to be an implied critique of rival Anthropic CEO Dario Amodei, he continued, “I am terrified of a world where the very real fears of AI are used as a way to say, ‘Only this small group of people can have it because it’s too dangerous, and only they understand it, but don’t worry, like, they’re gonna make the right decisions for all of us.’ I don’t believe in that.”
Despite these concerns, OpenAI has historically opposed government-led AI regulation, advocating instead for an industry-driven framework. This approach would involve AI labs establishing ostensibly independent organizations tasked with evaluating model security and their creators' safety protocols. The fundamental challenge for both this proposed regulatory model and any efforts to slow AI development will be achieving consensus among the diverse industry stakeholders, ranging from rival frontier labs in the US to their competitors in China.
