New York Governor Kathy Hochul has disclosed that her administration successfully utilized artificial intelligence (AI) to conduct a comprehensive review of the state’s entire legislative framework, completing the extensive task in an impressive "couple of months."

Despite New York recently becoming the inaugural state to implement a temporary moratorium on new AI data centers, Governor Hochul herself is a strong advocate for deploying the technology within governmental operations. During an interview on Bloomberg’s Odd Lots podcast, Hochul elaborated that her team is actively employing AI to "analyze every single rule, regulation, [and] policy" across the state, specifically targeting outdated legislation.

Among the antiquated statutes identified through this AI-powered analysis were a $25 fee required for a dog hunting license and an archaic stipulation demanding that pregnant individuals obtain a permit to work after midnight. Hochul underscored the profound efficiency gains, noting that a similar review "probably would have taken five years at the staff level" to complete. The significantly accelerated timeline achieved with AI will now empower her and state agencies to efficiently "get rid of" these obsolete regulations.

The statewide pause on new hyperscale data centers, enacted earlier this week for a duration of up to a year, is designed to provide state lawmakers with time to develop robust regulations. These forthcoming guidelines are intended to safeguard residents from escalating utility costs and protect natural resources, both of which are significantly impacted by the energy demands of large-scale data centers.

Governor Hochul articulated her overarching philosophy to Bloomberg, stating, "I want a government that’s not on your back but on your side, and using AI has been powerful to do that." She further advocated for broader adoption, concluding, "I think every level of government should use this… I’m going to make dramatic changes using the power of AI."
