California Governor Gavin Newsom has secured an agreement with Anthropic, providing state government agencies access to its AI chatbot, Claude, at a reduced rate. This initiative addresses the broader challenge many organizations face in managing the significant expenses associated with enterprise AI tool subscriptions.
The comprehensive agreement grants all state agencies and local government entities access to Anthropic's advanced AI chatbot, Claude, alongside dedicated training and support services. According to a press release from the Governor's office, Claude is intended to assist state employees in tasks such as drafting documents and analyzing complex information.
Emphasizing the strategic role of artificial intelligence, Governor Newsom stated, “AI should not replace the human work of government; it should help our workers move faster, solve problems more effectively, and deliver better results for Californians.”
This recent partnership aligns with Governor Newsom’s executive order issued in March, which aimed to accelerate AI adoption to enhance governmental efficiency while simultaneously upholding stringent safety and ethical standards.
Reflecting on the state's proactive stance, Newsom remarked at the time, “While others in Washington are designing policy and creating contracts in the shadow of misuse, we’re focused on doing this the right way.”
While Anthropic cultivates a closer alliance with California, the company has encountered significant friction with the federal government, particularly the U.S. Department of Defense. Earlier this year, negotiations for a DoD contract, which would have allowed the agency to deploy Claude for various lawful uses, broke down. Anthropic had sought to embed explicit safeguards preventing the technology's use for surveilling Americans or deploying autonomous weapons without human oversight. However, Defense Secretary Pete Hegseth rejected these stipulations, leading the department to instead finalize a deal with OpenAI. The federal government subsequently designated Anthropic as a "supply-chain risk," effectively precluding the company from future collaborations with other Pentagon contractors.
Despite this clear divergence between state and federal approaches, California’s CIO and Department of Technology director, Chris Given, informed POLITICO that the federal government's "supply-chain risk" designation for Anthropic was not a factor or even discussed during the negotiation of California’s contract.
