Demis Hassabis, a prominent figure in the AI industry, believes a global AI watchdog is essential, equipped with the authority to halt the development of frontier models if they pose excessive danger.

In a recent blog post, the CEO and co-founder of Google DeepMind outlined his vision, advocating for the United States to spearhead this initiative. He posited that the U.S. is uniquely positioned to establish global standards "given its economic and technical standing." This proposed organization, which might be structured similarly to existing regulatory bodies such as the Financial Industry Regulatory Authority (FINRA), would comprise leading independent experts and representatives from open-source communities. Its mandate would include evaluating frontier AI models prior to their public release and coordinating an industry-wide slowdown if these models are deemed too perilous for deployment.

Titled "A Framework for Frontier AI and the Dawning of a New Age," the blog post emphasized the escalating urgency for global regulation as AI systems become increasingly sophisticated. Hassabis asserted that Artificial General Intelligence (AGI) "is probably only a few short years away." He further reflected on the profound implications, stating, "When we look back on this time in the decades to come, I think we will realise we were standing in the foothills of the singularity - nothing less than the dawning of a new age for humanity."

Axios reports that Hassabis has dedicated months to discreetly garnering support for his proposal. This outreach included briefings with the Trump administration, other AI research laboratories, and European officials. He expresses a goal to have the new organization operational by the close of the year, noting to Axios that "the noises I’ve been hearing [from the Trump administration] are very positive."

This proposal represents the most recent endeavor by Hassabis and other leading figures in the industry to forge a coherent framework for governing increasingly potent AI systems and mitigating their potential risks. Currently, there is an absence of a specific global regulatory framework for AI, as well as a comprehensive national set of rules within the U.S.

Hassabis, who was a joint winner of the 2024 Nobel Prize in Chemistry for his contributions to AI-based protein prediction, also recently endorsed a statement advocating for more stringent protections against the production of AI-aided bioweapons.

Hassabis' latest remarks come on the heels of a separate statement from prominent economists and technology leaders, including Anthropic co-founder Jack Clark and former Google CEO Eric Schmidt, who collectively urged global leaders to seriously consider the impending economic ramifications of AI.
