A $200 million contract between AI firm Anthropic and the Department of Defense (DoD) recently collapsed due to an unresolved dispute regarding the extent of the military's access to Anthropic's artificial intelligence technology.
Following the DoD's subsequent agreement with OpenAI, it appeared the military's engagement with Anthropic was concluded. However, recent reports from the Financial Times and Bloomberg indicate that Anthropic CEO Dario Amodei has recommenced discussions with Pentagon official Emil Michael.
These ongoing negotiations are reportedly aimed at forging a compromise on a new contractual agreement, which would define the terms under which the Pentagon can maintain access to Anthropic's advanced AI models.
Securing a new deal would be unexpected, considering the intense public acrimony between the involved parties. Nevertheless, a compromise could still prove mutually beneficial, as the Pentagon currently depends on Anthropic's technology, and an abrupt transition to OpenAI's systems would likely cause significant disruption.
The core of the disagreement emerged when Anthropic CEO Dario Amodei expressed reservations about a contract clause permitting the military to utilize Anthropic's AI for "any lawful use." Amodei insisted that the company would not permit its technology to be employed for domestic mass surveillance or autonomous weapons systems, seeking clearer prohibitions within the contract. Following Anthropic's refusal to concede, the Department of Defense subsequently entered into an agreement with OpenAI.
Since the initial breakdown, key figures from both organizations have publicly aired their frustrations. Pentagon official Michael reportedly labeled Amodei a "liar" with a "God complex." In turn, Amodei reportedly retaliated with his own criticisms directed at the DoD and OpenAI CEO Sam Altman in an internal memo to Anthropic staff this week, characterizing the OpenAI deal as "safety theater" and the surrounding communications as "straight up lies."
Amodei further elaborated in the memo, stating, "The main reason [OpenAI] accepted [the DoD’s deal] and we did not is that they cared about placating employees, and we actually cared about preventing abuses."
Adding to the tension, Defense Secretary Pete Hegseth has vowed to designate Anthropic as a "supply chain risk," a move that would effectively bar the company from collaborating with any entity conducting business with the U.S. military. While no legal action has yet been taken, such a designation is typically reserved for foreign adversaries, raising questions about its potential legal viability should it face a court challenge.
