OpenAI has announced a major partnership with the U.S. General Services Administration (GSA) to bring ChatGPT Enterprise to the entire federal executive branch for just $1 per agency over the next year. The initiative, launched through OpenAI for Government, aims to improve government efficiency by equipping public servants with advanced AI tools that can help streamline operations, reduce administrative burdens, and enhance public service delivery. This partnership supports the Trump Administration’s AI Action Plan by expanding access to cutting-edge AI across federal agencies. Early pilot programs have already demonstrated time savings and improved employee satisfaction. In Pennsylvania, public employees using ChatGPT reported saving an average of 95 minutes per day on routine tasks. In North Carolina, 85% of participants in a Department of State Treasurer pilot reported positive experiences with the AI tool. Through this initiative, federal agencies will receive universal access to ChatGPT Enterprise and its top models for a nominal fee, with an additional 60 days of unlimited access to advanced features such as Deep Research and Advanced Voice Mode. OpenAI will also provide customized training, educational tools, and onboarding support through its OpenAI Academy and partnerships with Slalom and Boston Consulting Group. To ensure secure and responsible use, ChatGPT Enterprise comes with built-in data protections—no federal agency data will be used to train OpenAI’s models. The platform has also been granted an official Authority to Use (ATU) by the GSA, underscoring its compliance with strict federal security standards. With this unprecedented access, OpenAI hopes to empower public workers to better serve citizens through smarter, faster solutions. Agencies interested in participating can contact the GSA or OpenAI directly for more information on how to get started.
